André Vasconcelos is Adviser to the Executive Board of the Agency for the Technological Reform of the State (ARTE). He holds a BSc, MSc and PhD in Computer Science and Engineering from Instituto Superior Técnico, where he is a Professor, as well as an MBA from Universidade Católica de Lisboa and Universidade Nova de Lisboa.
He has more than 18 years of specialist advisory experience in Information Systems Architecture and Digital Transformation projects, such as the global strategic plan to rationalise and reduce ICT costs in Public Administration, and in administrative modernisation projects including the Digital Mobile Key (Chave Móvel Digital), id.gov.pt, the Citizen Card, the Public Administration Interoperability Platform and the ePortugal.gov.pt portal.
