Sandra Monteiro is Director of the Civil Identification Department of the Institute of Registries and Notary Services (IRN). A law graduate of Universidade Católica Portuguesa, she began her career in 1999 at the then Directorate-General of Registries and Notary Services, now IRN, and was appointed registrar in 2001.
She took part in key public service modernisation projects, notably the computerisation of the Civil Registry and the design, development and roll-out of the Citizen Card. She held management roles at the Central Registry Office between 2013 and 2023, and has worked as a trainer and spoken at national and international conferences on registries, civil identification and nationality.
